 The first that I became aware of was in the 70's a landline phone surveylance named system X in which the receiver hand held microphone mouthpiece and hearing voice could be listened too remotely and be used to track recipient. Then below was Echelon diagram;

Then there was a special police network named Tetra; TETRA (Terrestrial Trunked Radio) is a professional mobile radio and two-way transceiver system designed for mission-critical communications, heavily used by police forces, fire departments, and ambulance services. In the UK, this network is commonly known as Airwave.  Prime Minister Tony Blair introduced this and used a cheap version which caused multiple problems 

staff who used it, headaches nausea and fatigue, it was either scrapped or modified.
